মৃত্যুঘাতী তামাক কোম্পানিগুলোর নানা অপতৎপরতার কারণে প্রায় ২ বছর বিলম্বের পর পাশ হয়েছে বহুল প্রত্যাশিত ধূমপান ও তামাকজাত দ্রব্য ব্যবহার (নিয়ন্ত্রণ) আইন ২০০৫ সংশোধনীর পরবর্তী বিধিমালাটি। তামাক নিয়ন্ত্রণ আইন ও বিধিমালা বাস্তবায়নে সকল তামাকজাত দ্রব্যের মোড়কে ৯০% ছবিসহ স্বাস্থ্যসতর্কবানী নিশ্চিতের দাবিতে ০৪ এপ্রিল সকাল ১০টায়  পরিবেশবাদী সংগঠন গ্রীন মাইন্ড সোসাইটি, ফ্রেন্ডস ফোরাম বুড়িগঙ্গা ও  ডব্লিউবিবি ট্রাস্ট এর যৌথ উদ্যেগে জাতীয় প্রেস কাবের সামনে অবস্থান কর্মসূচী থেকে উপরোক্ত দবি জাননো হয়।

পরিবেশ বাচাঁও আন্দোলনের যুগ্ন সাধারন সম্পাদক হাফিজুর রহমান ময়না এর সভাপতিত্বে উক্ত কর্মসূচীতে বক্তব্য প্রদান করেন গ্রীন মাইন্ড সোসাইটির সভাপতি আমির হাসান মাসুদ, সাধারন সম্পাদক ফারুক হোসেন, ডাব্লিউবিবি ট্রাষ্ট এর প্রগ্রাম অফিসার সৈয়দা অনন্যা রহমান, ফ্রেন্ডস ফোরাম বুড়িগঙ্গার আসিক, নতুন ধারা বাংলাদেশের সভাপতি মোমিন মেহেদী, বিসিএইচআরডির প্রধান নির্বাহী মাহবুব উল করিম, পশ্চিম রসুলপুর ওয়েলফেয়ার সোসাইটির মাইন উদ্দিন প্রমূখ।

বক্তারা বলেন, বিদ্যমান সিগারেটের মোড়কে লিখিত স্বাস্থ্য বিষয়ক সতর্কবাণী নিরক্ষর জনগোষ্ঠীর কোন কাজে আসছে না। তাই দেশের বৃহৎ নিরক্ষর জনগোষ্ঠীকে তামাকজাত দ্রব্যের ভয়াবহতা সম্পর্কে সচেতন করতে সিগারেটের মোড়কে ছবিসহ সতর্কবানী দেওয়া খুব জরুরী।  বিধিমালায় ছবিসহ সতর্কবানী প্রদানে তামাক কোম্পানীগুলোকে অনেক বেশী (১২ মাস) সময় প্রদান করা হয়েছে। যাহা এই আইন বাস্তবায়নের জন্য গড়িমসি করার পায়তারা মাত্র।

বক্তারা বলেন বিশ্বব্যাপি প্রমানিত যে তামাকের তিকর বিষয়ে জনসচেতনতা বৃদ্ধি, তামাকজাত দ্রব্যের ব্যবহার কমিয়ে আনাসহ তামাকজনিত মৃত্যু কমাতে ছবিসহ সতর্কবাণী সর্বাধিক কার্যকর। বিশ্বে তামাক নিয়ন্ত্রণে আমাদের সুনাম ধরে রাখতে এখনই সকল তামাকজাত দ্রব্যের মোড়কে ৯০% ছবিসহ স্বাস্থ্য সকর্তবাণী প্রদানের উদ্যোগ নিতে হবে। যাহা বিদ্যমান আইন অনুসারেই সম্ভব। ছবিসহ স্বাস্থ্য সতর্কবানী প্রদানে বাংলাদেশ দক্ষিণ এশিয়ান দেশগুলোর মধ্যে পিছিয়ে পড়েছে। নেপাল, শ্রীলংকা, ভারত, পাকিস্তানসহ এ অঞ্চলের দেশগুলোতে বড় আকারের ছবিসহ সতর্কবাণী প্রদানের আইন পাস হয়েছে।

নেপাল ৯০% ছবিসহ স্বাস্থ্য সতর্কবানী প্রদান করেছে। জনস্বাস্থ্য রক্ষায় স্বাস্থ্য মন্ত্রনালয় সহ সংশিষ্ট সকল মহল অনতিবিলম্বে সিগারেটের মোড়কে ছবিসহ সতর্কবানী প্রদান  করবেন বলে বক্তারা অভিমত পোষন করেন।

Two shops in Dhanmondi were fined a total of 65,000 taka today for violating the tobacco control law by displaying cigarette ads. The manager of one shop was arrested due to his inability to pay the fine. All the advertising and promotional materials were removed from the shops and destroyed. The executive magistrate of Deputy Commissioner (DC) office of Dhaka, Md. Shawakat Ali runs this mobile court.

Zarurirah Shop on Satmasjid Road was fined 50,000 taka for violating the tobacco control law by displaying various ads for Marlboro cigarettes. The manager of Zarurirah Shop was arrested for two months or until he pays the fine. Later on, manager is released after provide fined amount to the government treasury.

In addition, Dynamic Food Corner at Dhanmondi Lake was fined 15,000 taka for displaying cigarette promotional material.

During mobile court operation, Nazmul Hossain Khan, Inspector of Narcotics Department of Dhanmondi area, Shamul Haque and Matiur Rahman, Sub Inspector of Dhanmondi Police Station, Syeda Anonna Rahman, National Advocacy Officer of Work for a Better Bangladesh (WBB) Trust and Mir Abdur Razzak, Executive Director of Social Advancement Forum (SAF) were present.

Chief Election Commissioner (CEC) Kazi Rakibuddin Ahmed has said that all the polling centers of the country are free from smoking according to the rule of the Election Commission (EC). Smoking is completely prohibited in the areas of polling centers, he added. 
He told this to a delegation of Bangladesh Anti-Tobacco Alliance (BATA) when it met him at his office in the city on Monday. On behalf of BATA, secretary general of Pratyasha Madok Birodhi Songothon Helal Ahmed, Sagufta Sulatana of NATAB, Syeda Ananya Rahman and Syed Mahbubul Alam Tahin of WBB Trust were in the delegation.

Vice chancellor of Bangabandhu Sheikh Mujib Medical University (BSMMU) Dr Pran Gopal Datta, EC secretary Dr Md Sadik and joint secretary Jesmin Tuli were also present at the meeting.
The representatives of the delegation requested CEC to take initiative to prohibit smoking and the use of tobacco-produced goods during the election campaign. Mentioning the negative impacts of tobacco, they also requested to declare all the offices under the EC as 'smoking free'.

The CEC assured them to consider the recommendations. He emphasised the need for creating awareness through media campaign about the negative impacts of tobacco.
Dr Pran Gopal Datta said the tobacco-produced goods are used during the election campaign, which encourage the people to use it. Mentioning that chewing tobacco is one of the reasons behind the deadly disease 'cancer', he said that the use of tobacco during election campaign hampers the anti-tobacco activities.
